Let me be pragmatic here, If a company hired a HR at a strength of four employees, does actually meant for it wanted to elaborate its operations which inturn needs resources to be hired and manage. So, Don't just look at today, Your objective and focus should always be proactive and you would need to start framing and implementing the policies right the moment, so that all will be in line at the time of required moment.
So, Donot think back and start it on a proactive base. All the best.
