Would like to share this incident that occurred in Bangalore
Really horrible one. Some of the Indian companies talking about the word class safety culture whereas the majority of Indian industries are like this only... Very poor condition...Our Govt. authorities really needs to take some strong move to prevent losing of precious life like this...

Dear Dipil,
In factory act its clearly states: Section 36(2) in The Factories Act, 1948
(2) No person shall be required or allowed to enter any confined space as is referred to in sub- section (1), until all practicable measures have been taken to remove any gas, fume, vapour or dust, which may be present so as to bring its level within the permissible limits and to prevent any ingress of such gas, fume, vapour or dust and unless-
(a) a certificate in writing has been given by a competent person, based on a test carried out by himself that the space is reasonably free from dangerous gas, fume, vapour or dust; or
(b) such person is wearing suitable breathing apparatus and a belt securely attached to a rope the free end of which is held by a person outside the confined space."]

Dear Dipil,
Still we are complaining about our government. For OSHA only less than 2000 direct employees working all around the world they are facing the problems more than what we have in our country but they are still stay in compliance. In our country we have all kind of rules/regulations are in place the problem is enforcing authorities are failed to implement and as a professional's/public we failed to follow the rules. Once we change our self and follow the rules with in a week we can change everything.
One small example,, Certificate It is mandatory for every vehicle owner to carry a valid Pollution Under Control Certificate and maintain in such a condition and shall be so driven so as to comply with the prescribed emission norms. How may of us having the VALID certificate???????? But still simply we are blaming our government for everything because its too easy..

Still I would like to blame government only for such negligence...
Why not enforcing the made rules? Just by making the rules is the responsibility of Govt. finish? Why they giving this much freedom to enforcing authorities, that they are not even visiting at least once in a year to the factories under their judiciary?
Raghu some companies in India realizes the value for safety and start following the rules, lets hope others will also start following, without waiting for the govt. officials to start act.

As we all konw that Accidents are failure in the management system, it is purely negligence of the management, irrescpective workers strength considering work related hazards a safety superviosr or a safety officer shall be appointed to prevent such incidents, not only appointing safety professionals the management should support his actions and start to cultivate safety culture /awareness on industrial safety. There should be storng punishment to the managent and who failed to inspect the factories by the concern authority officials. otherwise we will be hearing sunch news regularly.
