I am currently doing job evaluation of a paint manufacturing concern...i have already done a job desription for their managerial cadre....now my guide has decided that we need to do job evaluation through factor comparison method....please provide me with all details for this method of job evaluation

it is basically inductrial Engineering job. i am giving information on the subject study conducted for fixing of grade workmen loading operation of rail wagons.

6. Job Evaluation

6.1. Introduction

Job evaluation is the process of comparing job with other jobs in terms of wages a worker should be paid for performing any task. Thus, it is rating of job. It can also be defined “as the procedure to determine the relative values of the job in a point to determine the basic wages for that job”.

6.2 Point rating method

The point rating method is selected for study. In this, four job factors such as skill, effort, responsibility and job condition are taken as basis of point values and these factors are further sub divided for more accuracy.

A) Skill.

i) Education & Job Knowledge:

The job requires ability to read, write and understand the English and Telugu languages. He must have the basic computer knowledge for entry of wagon loading details into system; rectify the computer errors and reports generation. He must know the electrical and electronics switches connecting for on and off.

ii) Experience and Training:

The job requires one year experience in coal handling activities at CHP and requires training for at least 6 months in operating system and mechanism involved in pre weigh bin wagon loading system. Few weeks basic computer training is required for entering the data, and to understand and rectify the problems encountered during the operation. Knowledge of basics in computer operation is required.

iii) Initiative & ingenuity:

This job requires co-ordination with the railway people for placing the wagons on track, clearance of loaded wagons, belt conveyor operators for continuous release of coal and Coordination with Workmen, Supervisor and Executives.

B) Effort.

i) Physical Demand:

The job requires less physical effort to start and stop the system, on/off the press buttons, and to load the coal into the wagons by operating small levers.

ii) Mental Demand:

Operator shall be vigilant continuously during the operation for proper loading of the coal into wagons, speedy clearance of the wagons immediately after wagon loading and entering the data into the computer.

C) Responsibility.

i) Equipment or Process:

The job responsibility is for smooth functioning of light equipment with complex process of wagon loading, safety of the equipment, prevention of damage to the equipment, prevention of spillage of coal and preparation and submission of reports of dispatches at shift end.

ii) Material or Product:

The job responsibility is for targeted dispatches with in time frame.

iii) Safety of Others:

The job responsibility is for the safety of persons working in his surroundings.

iv) Work of others:

The job responsibility is for coordinating with loco/rail engine driver and other railway personnel, shift in charge and other conned personnel in the shift.



D) Job Conditions.

i) Working conditions:

The working environment is well equipped with proper illumination and air conditioned cabin for dust free operation of the system.

ii) Unavoidable Hazards:

The job is safe and minimum hazardous.

6.3 Comparison of Job with other related existing jobs.

. As regards switch on & off both the mental and physical faculties are to be coordinated simultaneously. Moderately heavy effort is needed.

b) Mental Demand Shall be vigilant continually during the operation for proper loading of the coal into wagons, speedy clearance of wagons immediate after loading and entering the data in to the computer.

7.0 Findings :

The present job is compared with existing jobs like Haulage Operator (Cat-IV) and Conveyor Operator (Cat-IV). The point values have been awarded for each job as per the job characteristics & job evaluation concept.

Further, graph is also drawn for job difficult points vs NCWA VIII wages and placed at annexure –I. The findings are as under:

Based on the assigned value points and graph , the present job i.e pre weigh bin wagon loading operator has obtained 280 points and the corresponding wage in graph is Rs.360/-as per NCWA VIII Wages, which is grater than Cat-IV (Point Value-215/220, Wage Rs-345.67) and less than Cat-VI (Point value-320, Wage Rs-375.77).

8.0 Conclusion:

As per the above analysis, the pre weighbin wagon loading operation falls under skilled senior in nature, in terms of JBCCI’s nomenclature, job description and categorization of coal employees, thus attracts category V daily rated wages. Further job is also requires basic computer knowledge. Hence, it is suggested Category V for pre weigh bin wagon / truck loading operator.
