-understand the organizational structure, systems, culture, and politics.
-understand the organizational mission. goals and key success factors .
-understand the organizational stakeholders (customers and vendors).

I am assuming that some HR directives have been developed over the years, in practice if not in writing. If that’s true, you have something to start with, rather than beginning with a clean slate.
You just have to discover what the HR guidelines and practices have been and consolidate them into a manual, with modifications/updates as necessary.

As the need arises, additional supplements could be developed and incorporated in anticipation, or as a result of, a specific need.
In addition, the basic manual could be disseminated to all locations and customized as necessary.
Finally, the HR Manual could be the basis of the Employee Handbook, an overview of the terms, conditions, wages and benefits of employment as well as providing an indication of management’s expectations in terms of quality, efficiency and productivity.
