It is better to delegate the power of sanctioning to the immediate superior or the HOD instead of centralizing the power. Over a period of time you will face lot of issues because the work need to be get done by the concerned superior or HOD and if the power is centralized then there is lot of issues because the leave is going to be sanctioned by you and they may face isses in deployment and work allocation.
