As per Section 31 of the IT Act every employer is bound to issue a TDS certificate in Form 16 to employees if any tax has been paid to central govt. on behalf of the employee.
You can write a letter to your ex employer requesting to issue Form 16 as the has been deducted at source from your salary and also send a copy to the Asst Commissioner, Income tax of your area.

Kamal Prasoon Sinha Ji,
Here i would like to discussed with regarding the matter of my company as i had resigned from the company and company HR person not clearing my dues as one of my distributor not issuing the no dues certificate due to personal ego with me .
due to which company hold my dues and not issuing the F&F settlement .
All most eight has been gone regarding to this matter i asked the company hr person to contact directly to the distributor but they are not doing so.
I think that company Hr person made tie with the distributor in this way they can able to hold my dues like two month salary and other benifits
under these cercutances what i will do know should i take legal action against the company or not.

Dear Mukul,
As far as legal option are concerned, first you send a pleader's notice to your ex employer for the recovery of the dues. Wait for their official reply. I am sure they will reply to the pleader's notice.
If you don't get any reply from them then the last option is filing a case against in the civil court.
But try to avoid for the last option
regards,
Kamal
