Your post appears to be incomplete. Was he on his regular route back home? Was there any deviation from the regular route he takes home? Was there in force any prohibitory order at the place where the incident took place? Was the tea boy part of the mob willingly? If you could answer these doubts and also add some other information you may have probably I will try to offer my views.

On mercy basis you can offer some money only by collecting from the employees of the factory as the canteen is not fixed as the factory canteen. (Hope you are having a canteen inside your factory premises as required by Factory Act).

The case study posted by you of incident about child labour is incomplete. But as per your post, the two are the major person responsible for encouraging of child labour are:
1.the factory/tea stall/canteen where boy is employed, canteen owner is responsible for keeping child as servant/helper
2. The parent of the child is responsible who pushing his child for work in such a tiny age.
Both the person may get punishment under the child labour prohibition act_1986. We people of the society have duty to stop this type of activities, and encourage children for development of his career/life to go to school.

I completely agree with you on child education, our society is so impoverished and ignoramus that to fulfill selfish motives we have completely lost the base of morality

In the regard of Protection of poor child, who forces to become a labour is not only damaging the future of such child but also affecting the society as a whole. When such child become young/adolescent getting cheated by either job-trader or employer in regard of providing actual financial incentive/wage. We especially young people of society need to have major responsibility to stop this totally. This will be not only healthy but also for future growth of society/country/individual is possible.
