the role of labour welfare officer - (more broad than labour officer ) is not only to ensure that all the provisions of the act are complied with but also to arrange welfare facilities to the workers like entertainment and any other form of recreation activities. To resolve the dispute of management and workers which are of common interest and to inform their grievances to the contractor / principal employer so that to make them feel their own company and to avoid any legal / illegal strike or lockouts by the company.
whereas Labour Officer performs the role of Inspector in which moreover he has to check or supervise that all the provisions are enforced and implemented effectively as prescribed by the Law.

Labour officer functions for all statutory requirements laid down by all related laws,like PF,ESI,LWF,Pay.of wages ,HRA act and many others.In most of time this position is exist in co operative industries.In short labour officer is responsible for all statutory compliance.
Labour Welfare Officer is one who looks after the welfare of workers like their,accommodation,transportation,benefits,rest room,wash room,creches,.In Factory Act there is a separate provision for Welfare.
