Mr.Prasad,
Now PF is applicable for irregular worker and even for part time worker.
Your contract is responsible for the deposit of the contribution made by employees and employer to PF office but you are accountable and liable for this. You need to inspect for the smooth functioning or else you will be under trap.

Dear , The irregular workers also eligible for pf deduction. If the no. of employees under that contractor name is less than 20 he is exempted ,If more than that he is covered under pf act. Then he should deduct from their employees and follow the rules. Mainly he is responsible to maintain all statutories. But if he violate the rules finally the principle employer is liable for that. So the principle employer should conduct audits reguralry to check whether the contractor is following all the statutory norms or not and make him to follow. If he is not able to fulfil then change the contractor....RegardsManoz."HR"-"Highly Responsible"................................. ...........................
