I have read the attached circulars of EPFO with the annexure thereto repeatedly, but I fail to understand them. Does EPFO mean to say that prior to these circulars, the provisions of the EPF & MP Act 1952 were not mandatory for construction and contract workers? And if the provisions of the EPF & MP Act 1952 were mandatory for construction and contract workers even before these circulars, and such workers were not enrolled as PF members, then what was the EPFO doing up till now?
If I say that the officers who visit the establishment lack knowledge, it would be wrong. The officers are concerned only with GANDHI BAPU. Even after the entire department has been IT rolled out, the system of GANDHI BAPU still persists because of you and me, that's what I feel. Who is responsible for it? We as HR professionals should ask this question of ourselves.
