No, we cannot do that. As per the Minimum Wages Act, 1948
This Basic will be fixed for a period of Five approx by Govt. and only the DA will vary from Apr' of every year as they take the average of DA points for the previous Calendar year and fix it for the coming Apr'to Mar' financeial year.
If you split the Minimum wages by HRA etc then the PF contribution from the Management side will be reduced, which the Govt. will accept.
So finally Minimum wages should not split the Basic and DA to HRA, COnveyance allowance etc.

In this connection go through the recent judgment of Punjab & Haryana High Court in CWP NO. 15443/2009(O&M),Dt./- 01-02-2011 in case titled " Asstt. Provident Fund Commissioner , Gurgaon vs M/s G 4 S Security Services (India)Ltd . and Another " reported in 2011 LLR 316.

All other allowances such as EPF, ESI, Gratuity, Bonus, HRA, Uniform Allowance, Travelling Allowance etc are over and above this amount and are calculated as a laid down percentage of the 'Minimum Wage'.
Hence, you cannot split minimum wages.

Mr. Dhingra is absolutely right. Mimimum wages Act does not define bifercation part into various allow. and PF consider only basic + Da for computation. they have no jurisdiction for minimum wages act.
But Hr practitioners must refer local state labour office for clarification in this matter as in HP. Labour commissioner had allowed only 5% HRA from minimum wages and this had been communicated to PF office.
