Dear Viji,
You can have a system in which your managerial cadre staffs should come in night shifts at least once in a month. They should observe all the working areas and provide report.
They should review the difficulties also if any during night shifts and propose for corrective actions accordingly.
Hope this will reduce the ratio of employee's sleeping in night shift.

Dear Viji,
Oral warning can be given at first time, if again problem not controlled
written warning can be given by section head, if they refuse to take the letter then photo of the person who slept, along with warning letter copy can be displayed in the notice board with the help of IR dept.
This will effectively reduce the indisciplinary manners in the shopfloor

Kumar

Practically this is one of the most difficult task for HR to bring discipline in the night shift and continue the same. Generally if you see by industry the reality says that average almost all plant management are facing the problem...and the very next morning HR Manager is called by Head of Organization for clarification...an HOD meeting is organised.....Night shift (disaster)management become active...production is improved for few days...after 15 days or so again the same situation....is not it my friend?
So by taking one or two stern step (as earlier posts suggested here)you are able to bring the discipline for few days but to continue the same you need to monitor the night shift performance on a continuous basis. Some suggestions are:
1) Bringing discipline is HR job but to maintain it all HODs have to come together and help HR to sustain the system...
2) Make a team comprising 1 / 2 Management personnel to be 'Night Manager'. Define the system of producing routine report as different hour of time. Make a format and keep the same available in Security Department...Take note what they suggested in the suggestion column....
3) Ask department to produce Production MIS for night shift separately...
4) Involve workmen participation in Night supervision team.....
5) It is proved that a good number of Nigh Managers take a nap after 2 a. m. and in the nest day they produce a report that every thing was alright....think yourself how do HR can intervene in that matter....
6) Generally worker sleep from midnight on words. Ask night Supervision Team to become active throughout the night.
The basic point is to continue what ever action / system you wish to implement in the 'Night Shift'.

Viji,
i would lie to reaffirm that HR should stay away from this issue.
This is routine functioning of Production/ operations, let the concerned managers tighten up their belts, they are being paid for it.
the reason why any long term intervention is now working is simply because you do not have 100% commmitment of OPs guys.
also Viji, does your company have enough work and are the compensation levels of workers & suprvisors in the top bracket of the industry ?
