Dear Miss Swati saad.
I congratulate you at the prospect of beginning a manufacturing unit.
First & foremost you need to identify the scale of your operations & approach the district industries office at your industrial area. To begin with: municipal area taxation, water connectivity & electricity connection details need to be established. Later taxation towards government departments - Value added tax, central state tax, Excise & customs, service tax department registrations. Also you will need to visit the labour office where the concerned assistant labour comissioner will brief or guide you all the rules regarding employment of labour for your manufacturing unit based on its location. you may need to advertise job availability in certain mandatory notifications. The above is considering that you have a business plan in place & you may seek assistance of a chartered accountant along with a seasoned veteran in your proposed industry who can guide you with technicals.

dear madam,
You have to apply for licence under the Factories Act 1948 for which the plans have to be approved by the Factory Inspector, so first and foremost before proceeding with any other operation, pls apply for a factory licence. Thereafter you have to do various compliances under labour laws such as notice of opening of establishment, maintenance of muster cum pay roll, display of extracts under various laws etc. In case the Employees State Insurance Act is applicable, i.e. if your unit is situated in a notified area, then you need to obtain ESI code no. Further if you are going to need people for loading and unloading, then registration under Mathadi Act is required. If you are going to engage contract labour then registration under Contract Labour Act is also required.
In case you need any more help my mail id is dmclegal1@gmail.com
