Lets have a debate regarding the Roles and Responsibilities of a Safety Professionals. What all duty a Safety Pro suppose to undertake and whats in actual as on todays scenario he is doing?

here I wann to brief you what our safety man is doing .In my organization our safety officer is responsible for each & every thing which relates to safety .process safety , storage safety , Electrical safety ,emergency system maint., Training, Hot work,height ,vessel entry, Safety valve , breather valve of tanks, flame arrestor checking , safety awareness , shoes , helmet , mask to contractor worker , insurance , factory inspector related, factory medical officer related , CCE related work ....(..... Frankly speaking he is too loaded ) . he is doing risk assessment .coordinate safety audit to external party, follow up for compliance etc., First aid analysis, accident analysis,annual safety budgeting.etc.

This is determined by evaluating the variety of hazards about which the safety professional must advise and the range of skills involved in recognizing, evaluating, and controlling hazards. Examples of skills are analysis, synthesis, design, investigating, planning, administration, and communications.
There are very many positions in the profession such as Safety Directors, consultants, trainers, managers, engineers, superintendents, supervisors, inspectors, officers, advisors, assistants etc.
Responsibility of each of these designate is different. However many think that all are doing the same job in safety though the designations are different! It is wrong.
The question below was asked to me during seventies. I repeated this to many.
“Can anyone try to come out with the difference between the duties and responsibilities of a safety engineer and safety officer please.”

Dear Abhay,

Nice, your safetyman has made a very good impression up on you. If he does all those you have mentioned himself I doubt "he must have supernatural powers."

It is a safetyman's responsibility to take care of all those. He has only staff functions. He has no line function. He gets things done through the line/ top management. Things that can not be done with the line management; he takes to the next level and to the highest level where necessary. Persistance - that is his slogan - get things done for ensuring safety. .

To oversee all those functions you have mentioned; it takes only a part of his time. But being a responsible safety man, who takes pride in his profession he considers himself accountable for any failure. Because of this like a busy bee he is always mobile.

Adminsitration, communication, documentation and coordination takes most of his time.

However those safety officers who considers the profession as a divine one- saving the lives of often ignorant employees - one never feels overloaded. For a safety man it is not work but seeking pleasure - pleasure in doing the divine service.

First of all appreciating your efforts in participating the debates related to Safety even though you are from HR background...
As being an HR personal you can play a very vital role to bring drastic change in the culture of your organization... Now as per your reply whole and sole of safety function in your company is your safety officer... He can be a coordinator of all the activities related to safety in your plant... But can't make him responsibile for all the activities related to safety... Bring the concept of Safety is a Line managemet Responsibility... Relate safety to the KRA of line managemet personales... Definitly change will come... Make them responsibile and accountable for safety... Initiate for this change in your company and surely it will prove beneficial in future...

First of all thanks for your motivational reply...

Let me try to reply you:

Safety Officer is the term which is mentioned in the act. There is no word Safety Engineer or responsibility mentioned in the act. Normally officer is giving to people from non-technical departments... Further in act also provision of qualified Safety Officer(ALSO CAN CONSIDER AS A SAFETY ENGINEER) is required upon the workforce... So that means even a person from Non engineering background can become a Safety Officer... Further officer may be more concentrating on coordinating than administrative roles...

Then for a Safety Engineer the qualification matters... If its for a Chemical firm, one who is having a Chemical Engineering Background plus Safety as an additional qualification will need... Cause the hazard analysis skill, process understanding all will be difficult for a non technical person... He may be more having administrative role than an officer...



Further related to role and responsibility both in my view having almost same functions like Co-ordination, Assistance, Advisory, Training, Facilitator, Etc.

Finally I would like to use the word Safety Professional... Cause there is a huge demand of Professionals in market irrespective of qualification, who can bring change in organization... A professional who is taking safety as a value to their life, a passion to hold, a way to life....

Though factories Act/Rules specify, generally the responsibilities of a safety officer in industry is as detailed below:

1. Advise management on the following:

* Ways to prevent injury to personnel, damage to plant and/or equipment and fires.

* Ways to improve existing work methods.

* Statutory requirements affecting safety, health and welfare.

* Provision and use of protective clothing and equipment.

* Potential hazards at work and on the safety organization and fire precautions required.

* Changes in safety requirements.

2. Carry out safety surveys to see that only safe work methods are in operation, that health and safety requirements are being observed, and welfare and first aid facilities are adequate and properly maintained.

3. Determine the cause of any accident (or dangerous occurrence), and recommend means of preventing recurrence.

4. Supervise the recording and analysis of information on injuries, damage and production loss. Assess accident trends and review overall safety performance.

5. Assist with safety training of employees at all levels.

6. Take part in discussions on injury, damage and loss control.

7. Keep up-to-date with recommended codes of practice and safety literature. Circulate information applicable to each level of employees.

8. Foster within the company an understanding that injury prevention and damage control are an integral part of business and operational efficiency.

9. Attend meetings where safety is an item on the agenda. Report on job safety performance.

I have read the posts to this discussion with intrest. I find that in my neck of the woods, Nigeria, Safety is paid lip-service in the main. In fact it is only the Major Oil companies that seem to take it seriously. That said, even they seem not to understand that safety is important. Let me give you an example:
I run a cleaning firm, and my cleaners were once asked to 'Steel Toe Capped Boots' whilst cleaning offices. It was only after I informed them of the cost of the boots for all the cleaners, that she backed down. I later found out, that she was formerly a secretary and had been put in charge of safety because they had no where else to use her.
She had no training as a safety officer, or safety anything. I thought that was sad.
