The word itself says that head hunting is the hunting people only for head position that is Top level / Mid level position.
Headhunting is the approach of finding and attracting the best experienced person with the required skill. Headhunting involves convincing the person to join your organization mostly opposition of that organization.

2} Hold a talk with a candidates
