Can someone explain the following pay scale? 10000-470/6-12820-500/3-14320-560/7-18240

this is d basic pay structure gen followed in Public Sector..
here is what it means-
initial basic of Rs 10,000..
6 increments of Rs 470 each..
thereafter a basic of 12820..
3 increments of 500 each..
and so on..
the maximum in this cadre is going upto Rs. 18240..

Guys,
Is it all one gets as their gross salary ? I'm sure its not all.
I mean it looks like the basic pay. Any idea of what other pay compenents and perks are there usually? Meaning, what would a total package look like - with all its components?
I know it varies across different jobs but still a broad overview would help.
Can someone explain, taking an example per their own convenience.
Secondly, what happens after you've reached that last basic given there .. like 18240 ??
How often does it happens that basic pay deviates from this sequence and something else (more) is given out ?
