In my opinion man hours/ man days are considered in annual return (Form-21). However it is clarified that total attendance of workers for the period from January to June is to be considered as total man days for filing the half yearly return under the Factories Act,1948 & the rules made thereunder.

Total Hours worked by male employees =Total Days Present by male emplyees* Hours worked -----(1)
Total Hours worked by female employees = Total Days Present by female emplyees* Hours worked ------(2)
Total Hours worked by young persons/ employees = Days Present * Hours worked------3
Mandays = 1 man day = 8 hours = accordingly you can calulate the same.
