Looking at the Minimum Wage Lists for various states I find in some employment Basic is higher than DA and in others DA is higher than Basic. Can someone tell me the criteria for fixing Basic and DA in the Minimum Wage rate for states.

it may happen even it happens in cental govt where by increase of DA which reaches to
150% of basic.than after pay commission DA is merged with baisc and things moves on.
like that minimum wages and VDA is decided by state govt.after a specific period wage board is constiuted by state government to revise the wages.adfter report of wage boad ,state govt decides the minimum wages even it decides how much basic and how much DA.

Basically DA / VDA concept is very old. In public sector most of the employers now days do not pay DA or VDA. But this is prevailing where organisation is unionised.
This is being revised twice in a year, depending on the Price Index Number.
Some organisations calculates on state level and some on central index basis.
As far as employees are concerned, it is alwarys central level index which should be prefererred.
