Because, if we go through the history, Hiuen-Tsang, the seventh century Chinese Buddhist pilgrim, clearly narated the cultural values of India. In addition, a number of outsiders invaded and looted India of its wealth.
It can be pointed out that only Mahmud Ghazni had looted Somanatha temple 17 times. It indicates that, if only one temple had so much wealth, definitely other temples and the then rulers/common people had uncountable wealth.
Therefore, the then Moghul rulers unable to loot, decided to settle in India and enjoy the richness.
