hope u all are well...
I am working in an ITES org, handling HR activities. We have >100 employees. at least 25 people are smokers. some of them are seniors working with the company since its establishment. my problem is not their smoking habit but no. of breaks they take for smoking.
smoking is not allowed in office premises, people go outside and smoke.
My question is can we fix number of breaks in a day for smokers.

How big is your campus? or its a indoor floor?..depending on the infrastructure talk to mgmnt if you can have a "smoking zone" seperately inside your campus outside ur office premises.Allocate a small area with park-like benches with smoking zone boards. Or if its on the floors allocate a room(say like a pantry) saying "smoking zone" and ppl can be asked to use that room exclusively for smoking. here u can do an additional innovative work also. you can hang wallpapers, signs boards(not the regular one's..I have seen some really creative/humour wallpapers against smoking..they convey the message that smoking is injurious in a funny way but the say time leaving a impression) for "no smoking"..some health tips etc.

Then since its an ITES I'm sure that there will be definite working hours policies to be followed by employees for instance compulsory they shud show productive 8-and-half hrs + 1 hr break.So, when you finalize on the smoking zones/come up with alternative solutions send out emails/info to all unit heads saying that now our workplace provides an alternative solution on smoking for employees at the same time indicating about working hours(in a soft manner).

All that matters to heads is productive hours..so they mite welcome this venture then cascade it down to their reportees.

This way even the heads will have a watch/check on how long their reportees take breaks but at the same time they will also try be an example.

Why not begin with some sort of a framework that she suggests and you can refine it as you go along...depending on the feedback you get?
