Our company is looking for a policy which can help employees to adjust their weekly off in lieu of leave taken on the working days. I want to know the positive things about it and the likely way of misuse by colleages, from your experience point.

You can use staggering weekly off system instead. this will allow your company to operate 365 days a year working like continous process industry without any break.
people may ask for leave or weekly off anyday and subsequenltly compensated against working on weekly off.
Correct your word Swapping of working day this is not HR term.

- Look at weekly min working hrs and making it up on the weekends if required. - look at off’s to be taken within 2 days of weekdays or holiday working. Regards
