My organizaton has sent an email to all employees that effective immediately notice period of all the employees have been standardized to 30 days. Now employees who had 90 days notice period are not accepting the new policy as they fear layoff.

Company policies are subject to change over a period of time due to various factors. If such policies are communicated properly with reasons, it should be acceptable to all. In my experience, many companies change their leave policies, PMS systems, variable pay structure, working hrs/days, etc and communicate to the employees for implementation.
