IR is between Employer & collective workforce, exclusively held together by a recognized union related matters,b/w mgt. & govt., Govt. & unions etc.
ER involves all matter related relationship with employees involves (welfare, absence, pay, discipline) etc.
ER includes maintaining harmonious relationship with individual in an Org

IR is the Company's overall relationships with the Govt. Machinary, clients, bankers, suppliers and all outside agencies including society at large. It include ER too as one component. So ER is empoyer- employee relationships. IR is tree and ER is its branch.

IR termonology used in legal sense ie in the act etc.ER Termonoly is never used in the act/legally.It is advance termonogy used in respective field.

IR - Industrial relations examines the relationship between labor (employees) and management (the employer), as well as the governments, institutions, and organizations that directly or indirectly regulate the industrial relations system.
ER - Employee relations refer to the relationship shared among the employees in an organization that contribute to satisfactory productivity, motivation, and morale. Essentially, Employee Relations is concerned with preventing and resolving problems involving individuals which arise out of or affect work situations.

IR is a broader term and ER is part of IR, in a sense where it is applied to mostly to non-manufacturing sector. IR deals with not just over all aspects of cumulative bargaining but also deals with individuals who in turn form part of the big picture, specially when one needs to strategies a policy or action affecting the entire or substantial workforce in a unit. That is why IR is mostly related with Unions and manufacturing sector. But in our fast changing environment even IR has evolved, unfortunately some professionals presume that it is obsolete for non-manufacturing sector, but its far from that, in fact it applies even today in its reformed and adaptive ways in the service sector or where there are no 'workmen' also. ER is a part of IR and is actually the reformed approach within IR which is mostly used in the non-manufacturing sector.

If a company is having very good ER practices like Employee Engagement, Discipline for all, Uniform Policies, Good PMS, Better Communication system, etc will fetch good IR. There is no good ER can't see good IR.

out sourcing is done totally outside the company.
Eg: Out sourcing of accounts by Philips Holland to a company in Mysore
Contract work relates usually to work done within a company
Company gives 'Security services' on contract
Railway Tkt booking & long haul bus Tkt booking by many private people is a contract of service
(many people doing service for one company- Railways & state Transport)
Many people doing services to many companies is contract for services.
Courier companies, goods transport companies etc
I may be corrected if some one else has better definitions
