Some of our staff did not come to office on Bandh Day saying that no transportation. May be it is genuine cause. but how to treat this absence ? should we consider it as paid off or should we mark as leave and deduct from their leave or LOP? Please clarify. Because we are facing this problem very often. since we are located in Andhra Pradesh - Hyderabad where we are facing such problem very frequently due to Telangana / Andhra bifurcation issue.

If you are concerned for Employee Safety then I think you can change the weekly off on " Bandha Day " so that leave issue will not be arised. I presume that the " Bandha Day " is declared beofre in advance.....!!!
LOP will demotivate the employees for sure.....

Absence of employees on a bandh day is not authorised.It depends upon the policy and practice of the company to deal with such absence. However having regard to the fact that an employee remains absence due to circumstances beyond his control and it is not wilful, it is advisable that the employees are not subject to loss of pay on that day.Any one of the following options can be taken recourse to.
1) If possible, they can be asked to work on a Sunday(weekly off) as Prashant suggested. or
2) They can be garnted special leave (leave with wages) on bandh day without disturbing their present leave position or
3) They can be granted casual leave or
4) wherever possible employees can be asked to work from home.
