So you started a consultancy without knowing legal rules and regulations, great job. Ebill is nothing but scanned copy of bill / invoice or soft copy. Mention your firm tin no, stax no on the bill and it should be a tax invoice, if you have not registered with stax authorities do immediately register.

You should also keep your language straight and simple when asking for guidance or help.
You may try update.office.com which is a microsoft portal which has got may ebill format. You may choose as per your requirement and even modify it.
