I completed BE 6years back. Now I wish to do MSc Psychology at the university of madras in distance education. Is it worth it to study in distance mode? Can I do Ph.D. after completing Msc in distance education?

You have completed BE 6 years back. But then in what discipline? Secondly, what did you do thereafter? I mean to say what kind of jobs did you acquiring a degree in the technical field?
As far as BE and MSc (Psychology) are concerned, these are chalk and cheese. But then what is your career aspiration and will the aspiration be filled by doing MSc in Psychology? By the way, can you do MSc Psychology even though you are not BSc in Psychology?
I recommend you make your career plan. Acquiring a degree in a certain subject should be a part of the career plan. Doing graduation or post-graduation in some unrelated field and then searching for a job is akin to digging for the river after building a bridge! This was because a bridge was built where the river was none and to justify the construction of the bridge, a project of digging for the river was taken. It should not happen something like this in your case. Please be cautious!
