I feel hiring for these positions are not so easy. But even then you can post on some blogs and get responses. If u can share the company name & the required experience I might try to help on the same.

Actually I have posted in almost all free job posting sites but the responses are too bad..

These kind of positions will get filled through local news paper advertisement and local contacts. Posting online ads wll not help. The expenditure you'll make will be less compared to recruitment agency. You need to advertise more in local langauge.

I am unable to suggest any names of consultants.
However, I will strongly suggest that you may evaluate use on agency/ies who can supply you subordinate staff - unless you have very strong reasons to have them in your direct employment and have bandwidth to manage them including any employee relations issues.
Talk to your agencies doing housekeeping / transport. They can tell you a few names of the agencies.
Please fulfill obligations under Contract Labour Act, should you take this path.
