A govt teacher in a govt school has threatened the exam team in the school that he will kill him and teach him a lesson. As head of school i have to draft a show-cause notice to the employee, please help me draft SCN.

threat to kill is criminal offence, exam team has to file a FIR to police and submit a copy to the establishment,
on the basis of the police complaint, the employer can step forward for legal action and issue SCN, but under supervision of a criminal + labor lawyer

Threatening to kill someone is a serious criminal offence and shall attract provisions under
Section 506 of IPC. Hence this has to be dealt with legally.
You can advise the exam. team leader to file FIR to the nearest police station and ask them to
submit FIR copy to your office.
Then you can go ahead legally.

Departmental disciplinary action can be taken parallely and independent of criminal case if any.
Since factual details of the incident as to date, time, place and what exactly are the details etc are known to you, suggest you prepare first draft of the SCN and experts in this forum can add value

On first hand you need to have the written complaint from the team of examiner to whom threaten has given.
Send the complaint to your higher authority for needful action. They will initiate action as per service rules and they will suggest you the next course of action. As a Principal of the school, you forward the copy of the complaint to the nearest police station for an FIR.
