Dear Kusum,
More than policy, this is a matter of Standard Operating Procedure (SOP). In this SOP you need to enumerate, procedure when a needle breaks, what is their responsibility to collect the broken pieces, whom the tailor should approach, how the records of broken pieces to be maintained, who will maintain it and what would be the procedure of reissue of the fresh needle. As a part of quality check, QC is also responsible to check the pieces of broken needle in the garment. You need to include this statement in the SOPs related to the quality department.
