Though Sunil"says there is no difference, there are considerable differences. The differences can be attributed to the purpose they cater for. They are also used to cater to different learning styles; the number of topics to be covered, the number of delgates or participants involved, etc.

Definition: A seminar is a lecture or presentation delivered to an audience on a particular topic or set of topics that are educational in nature. It is usually held for groups of 10-50 individuals. A seminar is frequently held at a hotel meeting space or within an office conference room.
A workshop is a series of educational and work sessions. Small groups of people meet together over a short period of time to concentrate on a defined area of concern.

It is very interesting question and i am agree with the statement of mravimtnl regarding this topic, but anyway very nice topic, but in general there is no difference because of all relates to Learning and these are the method of learn for executive and Manager level.

The difference as follows:
in seminar there is a speaker who give lecturer with highlights ,scope, importance,benefits & limitation on the respective topic as the lecturer finish, audience ask questions...
but in the workshop SIMULATION excercise take place related to the topic which is conducting by speaker means learning while doing he work....
In Symposium :Group discussion on the related topic take place between the galaxies of speakers & their is a mediator who cordinates the discussion ,after the discussion the audience can ask question via slip through the mediator.
.last but least conference : conference is like a offical meeting where speakers directly interact with the audience we can say like a brain storming session..

I go to a lot of these kinds of meetings and I agree that the terminology is pretty confused and confusing. I don't think any one can clearly distinguish between them. None of these has hard and fast rules though.
