Have employees who refuse to carry out their cleaning assignments. They are given a list of duties and verbally says there not doing it.

Dear Colleague,
As per the natural process first try to counsel him, understand his side with empathetical listening. see the possibility how to make him to work. Ask for any training is required for him and try to support.

If the problem is in his skill set, then try support.

If problem is in Attitude and unwillingness, then further If you found that he is not doing intentionally, then along with his Manager, have a session advising him once. Still not doing, then issue Warming memo for 2 or 3 times. Build record, still not doing, then initiate disciplinary action as per the organization's disciplinary rules.

Dear Needhelp,

You could have given us a little more information. What is the level of the employees, what type of work do they do, what is their designation, where they work and so on? Is cleaning a workplace part of their Job Description (JD)? Has a copy of the JD been issued to the employees? Does your company have a culture of cleaning or does the supervisor tell the workers to clean something selectively?

By the way, maintaining a high standard of housekeeping is a part of the work environment. The entire company needs to be spick and span. What about the other departments? Are they neat and clean?

You have not given details of what the cleaning work is.
Or where it is even the job of the person to do it. If not, I don't see why he should be willing to do it at all.
