Hi Ajay,
I have not come across any special allowance stipulated for persons engaged in a tunnel construction work. For that matter even 'mining' activities where 'tunneling' are among the many of their normal mine construction work. Here also there is no stipulation for a special allowance to be paid to employees engaged therein, except for their own scheme of "incentive" governed under certain work related achievements. In your case, I believe there is certain elements of life threatening risks in carrying out 'tunneling' in a construction contract either for rail/road project or irrigation requirements etc. As such a special (area)/risk allowance can be paid on certain specific pattern- a fixed sum or %age linking scales of pay, basic pay etc could be suggested.

No tunnel allowance I have ever come across though I have worked in Tunnel construction under HCC. But what I observed before entering into Tunnel, Medical Check up for all employees was compulsory. At the end of work when the employees are coming out from Tunnel, they were again put under medical check up and put in a room for half an hour to match the temperature of open area and Temperature at Tunnel.

YA

TUNNEL CONSTRUCTION WORK IS USUALLY A TOUGH WORK KNOWN BY ALL.. IT IS LIKE CONSTRUCTION OF A BRIDGE ON AN EVER FLOWING RIVER...

MAY BE TUNNEL ALSO PART AND PARCE L OF THE SAME.

GENERALLY WORKERS ASK FOR MORE WAGE AS IT IS A LIFE CHALLENGING ISSUE. IT IS ALREADY ACCEPTED BY THE SO CALLED CONTRACTOR WHY BECAUSE HE SHOWS THIS IN HIS ALREADY FILED TENDER. IT IS TOTALLY INTERNAL AGREEMENT OF WORKERS AND THEIR CONTRACTOR.

MY POINT IS WHY ARE YOU ASKING THIS PLATFORM..

IF THE CONSTRUCTION COMPANY IS MORE CONCERN OVER THE CRITICALITY OF TUNNEL WORK NATURE CONDITIONS.....THEN GIVE GENEROUSLY LIKE DAILY OR WEEKLY INCENTIVE . FREE FOOD CHAT SNACKS ETC...

YOU SHOULD NOT NEED ANY SUPPORTIVE G. Os Or court JUDGEMENTS. ACTUALLY THESE NOW USING LAWS AND G. O. s and COURT JUDGEMENTS ARE DERIVATIVES OF HUMANITARIAN GROUNDS. SO PLS GO AHEAD AND DON'T WAIT FOR PREVIOUS COURT FINDINGS AND

G. OS IN SUPPORT OF YOUR GENEROSITY..

BUT NEVER FORGET TO MAKE FREE LIFE INSURANCE OF ALL WORKERS FOR SAFETY OF LIVES AND DANGEROUS INJURIES.

ALL THE BEST SIR

If the query is not related to any irrigation project or a road/rail construction contract, I would suggest to study the practice being followed in Metro rail projects being carried out in many cities where "tunneling" below the surface is common. I was associated for over 3 decades with 'U/g mining' in ultra depths ranging more than 13000 ft.below surface and tunnels of many thousands of kms interlinking the 'shafts' from all sides, ups & downs-raises & winzes, stopes, footwalls etc. The atmospheric temperature at work sites, generally high risk areas, used to be 50 deg.C. In these circumstances also we had no scheme to pay specifically 'tunneling allowance' but paid only U/G allowance ( a risk allowance as they have to bear uncomfortable working conditions braving risk of their lives) for those who are posted in such categories (miners) and for others who had to visit now and then at actual duty days on fixed lump sum. However Insurance policies to cover accident & death/injuries, loss of earning capacity etc apart from health insurance is a must. This can be, I would advocate, in addition to what has been assured under Employees compensation act.
