Devising measures of performance is not a child's play. Even well-experienced persons are unable to devise the measures of performance for their own department. Ability devise the measures of performance is a unique skill-set and not everybody possesses it.
You need to work in a company that is measurement oriented. After working for the several years, you will understand how the measures are devised.
Coming to your query. You have not given sufficient information as to whether you work in service sector or manufacturing. You can find out the measures of performance from Google but then their application is not easy.
