I appreciate your effort to try and share tips to non English speakers to become fluent in English. You have made some practical suggestions which can be implemented by all those really keen to become fluent in English.
To those reading this post may I also add that what is also critical is finding the right motivation to keep the enthusiasm high because the whole process can be painstakingly slow and frustrating. Measuring one's progress eg. number of pages read, number of new words learned, quantum of words written without mistakes etc is one small measure that can aid in setting personal targets and benchmarks to achieve. Value the positive feedback and be motivated by it. At the same time don't get disheartened by any criticism or negative feedback; instead see it as an opportunity to correct yourself and improve.
I would also urge people to type out their feelings, emotions, thoughts etc. in Microsoft WORD or a similar software, so that one can quickly get a feedback on the correct use of language, spellings, grammar etc. One way to do it is to type out what one reads in an English newspaper or book. After a week, read the sentence and type out the same meaning of the sentence in your own words. This will force you to find synonyms for words. A week later attempt to write the opposite of what the sentence you read says.
eg. It is very cold today
The weather is rather chilly today
The climate has changed and it is warm now.

I am taking the liberty of commenting on your statement that 'people like me need such motivation'. Well all of us do go through phases in life when things are dull, dreary,boring and lackluster; however with a little patience, a fair bit of self belief and with plenty of positive thoughts one can overcome these phases in life. Finding motivation is a matter of creative choice. Ideally one must be driven by intrinsic motivation - one that comes from within us. With a little introspection I am sure you too will find the right intrinsic motivation to keep your spirits high, enable you to have a cheerful disposition and a fulfilling life.
