Dear Selva,
Monster, Naukri, Shine, etc, and I really do no know how much more are all subscribed portals, and to the best of my knowledge, one can't access profiles until a license is obtained. If you've been told, suggested or guided to any such thing's like tools etc., is perhaps ill-legal and if you get caught you can be called a 'hacker' which can lead you to serious criminal charges. Once under the scanner, you can be under the 'gun.'
Alternatively, you can may be develop contacts locally and then enhance your database, which means you can use the LinkedIn, may be the Facebook, (I'm n not sure about Tweet) just put a job vacancy that you have and ask people to send their profiles to your email ID. There will be more credence if you can use your company e-mail ID, otherwise, candidates who are potential and seeking a change or seriously contemplating a change might end up thinking it's their HR trying to trap them. I hope that you got what I meant.
Please do let me know what else you will want.
