If i want to change only designation of employee but not compensation. what will be the title of that letter?

Use either 'Reorganisation' or 'Restructuring' 'Reformation' of designations (other terms remain the same).. 'Reformation' may be a right one for your purpose.

We have no problem obviously. At your end, so long as the revised 'designation' looks better than the previous ones no one is going to complain. Han, Before you go ahead better confer with your HR policy and manpower budget papers and evaluate implications as your efforts presumably not going to result in any change in emoluments of staff. Consequently, as and when implemented properly worded communications should be taken careof.
