Can anyone clarify me that if wages for an employee will be Rs.15000/-, then will he/she be eligible for pension in EPF act? Or both employee and employer contribution will be transferred to EPF?

The employee will be covered under both EPF & EPS till the salary is up to 15,000/- per month. At the time of new joining if the salary is more than 15,000/- per month, then the employee will not be eligible for EPS and the entire amount will be deposited to EPF.

if the employee was not the EPF member earlier and at the first time of enrolment under the EPF act , his salary/wages is more then 15000/-, then he is eligible only for EPF not for EPS but if the member was earlier the member of EPF then he will continue for both EPF and EPS. BUT EPS will be limit upto 15000/- .Please read the notification of Govt of India regarding same .
attaching here with same.
