Get a complaint from his supervisor, issue a show cause notice and deduct wages for that day under "no work no pay" concept.
or
Call him and counsel him for his issues for looking for the job outside. Try to resolve the issue and bring confidence in him to retain the same.
or
send him out volunteerily for losing confidence in the company, as anyway he cannot show his full effort in the work for the company. It better to send him out than keeping him.

If this was the first time ,employee has done this I would take this option.
However I will also consider how long this employee has been working here and what his job performance has been and generally how he gets along with coworkers,supervisors etc.
Definitely he will be on watch list from now on.
