Question: What measures are suggested to enforce punctuality in attendance??????

Answer:

I have come across that employee don't want to maintain punctuality in attendance. Let us we should know how to maintain punctuality in attendance.

Right now where I am working, there is no any problem in punctuality but when I was in Mumbai, I was facing this tipical problem and I had tried my level best for puncuality and I succeded up to 75%.

Punctuality in attendance and unfailing observance of work discipline in all spheres are watch words of an organisation for its success. In this context, it is felt that only the existing instructions on attendance need reiteration but also the following additional guidlines, strict enforcement of which with immediate effect is must.

1) the attendance register will be made available to the members of the staff well before the commencement of the working hours at each section/branch and it shall be withdrawn 15 minutes after the commencement of the working hours and kept with the section/branch incharge or responsible official and the employees/workmen who will come thereafter shall be marked "LATE"

Example: I went to my project site Power Grid Corporation of India Limited, Hiryur, Karnataka and I was discussing with PGCIL DGM. During chat, an employee came and asked for attendance register. DGM given him but he marked him "LATE". I asked what ur action will be if he ll be 03 days late during a calendar month????? He replied, we will deduct 1/2 days salary as per circular.

2) an employee coming after 15 minutes of the commencement of the working hours shall sign the attendance register in the presence of the section/branch incharge and verbally explain the reasons for his delay in attendance.

Example: When I was in Mumbai, 60% employees are coming from local train and they are habitual of being late. When I was asking why...they used to reply that Sir train is late.................

3) an employee, who comes more than 01 hour late, shall submit his explanation in writting for late coming after which he may be permitted to join duty.

4) an employee who come late habitually may be refused permission to join office and asked to submit leave application or may be marked as habitual comer.

Example: When I was in Surat, I used to enforce to return to home. I got success after 03 months application of this idea.

5) unpunctual attendance or unauthorised absence shall be treated as acts of misconduct making such employes liable to disciplinary action.



Note: Basically, it applies in big concern where channels are more and more.

6) as regard departure, the attendance register will be made available only at the close of the working hours and the section/branch incharge shall ensure that in no case, the entries made in the attendance are at variance with the actual timings of departure.

In some company PUNCHING CARD system is working where there is no such type of exercise. Its very easy to identify the late comer and early going......

7) to ensure this, the attendance register shall also be occasionally checked at higher level and appropriate notings made immediately after the opening and closing hours.

8) leaving office earlier than the scheduled time of departure and any failure on the part the employees to record the time of departure before leaving office shall also render them liable to disciplinary action.

9) no employee, who is found to be coming late for more than 01 hours habitually, shall be allowed to join his duties except in cases he had obtained prior permission from the section/branch incharge for attending late on grounds such as seroius illness in the family etc......

Comments: Now a day, most of the IT or Big company is using electronic card system so old fashion is only becoming show now. Any way, we are supposed to enforce some measures as above mentioned to maintain the punctuality. It is nothing but it is part of Disciplne. If we are discipline, we can acheive our target.

Late coming is something all HR Personnel will find it difficult to tackle. There cannot be a single solution to prevent this "abuse." Those with computerised payroll systems do not pay for the lateness of the employee. The moment he punches in late, the system gets to work and removes the earnings for his lateness. The problem with this system is you tend to develop clock watchers, especially if the system does not effect overtime payment for the minutes or hours after work.

Another issue is whether your punishment after the non-payment would be considered as double jeopardy.

Some have tried progressive punishment. If you are in an industry where it is easy to get replacements then a dismissal for habitual lateness may sound the right signals. But if you have difficulties replacing dismissed employees then you may have to compromise and give the employee a longer leeway.

You also have to contend with genuine reasons for latecoming and those who make it a habit to come late. If you need to change two or three buses or catch a train to get to work and have a very unreliable public transport system it would be unfair to punish the latecomer when it is really beyond his control.

Like to hear from someone who has a system to get employees to comply.

regarding punctual attendance, there is no law to enfore. it is only through proper and periodical counselling, these issues can be sorted out. the next thing is allow grace time for employees for 5 to 7 minutes daily and any employee who turns late after the grace time record it through the daily attendance recording system, take a daily print out and during the month end while processing salary deduct salary for the total number of days late attendance for an employee.
2. secondly if the company starts at 9am., for example, the first bell should be at 8.50 a.m and the second bell should be at 8.55 a.m and any employees who turns after the said time should be considered as late.
anyway psychologically put some pressure on the employee to be punctual.
3.otherwise tell the employees that the number of minutes or hours late in the morning, the double the time will be extended in the evenings.

The old system of signing in attendance register can be replaced with new technology. Currently there are several machines are available according to financial capacity of the employers. Some of the bio-enabled technologies are quite good for small organisations too. I could see the difference in some of the demonstrations made by these companies. This system can be added to the HR and Pay packages so that effect of such late comings and early leaving can be reflected in the payments too.
However, one of the best way to discourage this tendency is counselling, and trying some of psychological approach to the erring employees as the other method may result in discontentment among the employees
