In Maharashtra the Labour Licence is required "Every establishment in which 50 or more workmen are employed or were employed on any day of the preceding 12 months as contract labour".
However in r/o Security Agency separate "PRIVATE SECURITY AGENCIES (REGULATION) ACT, 2005" also applicable, pls check your status in the Act as well.
Fellow members can put more light on the matter.

In Maharashtra, labour license is not applicable for security guards or supervisors. There is a seprate Act commonly know as Security Guard Board Act under which Security Companies needs to apply for exemption for each site with the Board. There are number of forms which can be ontained from respective guard board office and then application for exemption can be made.
