My Dear Brother,
If you hire an employee but do not give him / her any salary slip, pf, esic, etc. this means that you are not showing the employee in your pay roll that means that person is not on roll and is off roll employee.
Hope this clarifies.
With thanks & regards,

Hi Krushnamekhia
Let us know who is paying salary and who direct supervisor is.
Payslip/ PF / ESIC is secondary as it is more compliance part (No one can escape from compliance)
On Roles: (On role employees compliance is your part)
1) You pay employee directly, and it is recorded.
2) You are direct supervisor of employee.
3) Appointment letter is signed by you.
Off Roles: (Off Role employees compliance is contractors responsibility) (Employer – Contractor relationship is must) (The Contract Labour A&R Act is applicable)
1) Salary is paid by 3rd party (Contractor)
2) Appointment letter is signed by contractor and deputed to your location.
Note: If contractor fails for compliance, then as a principal employer it is your duty to comply.
For detailed information required if any, please write your specific query so as to reply.
