Hi,
As you are joining as a HR Head I trust you should have good experience in HR. As you should be aware HR policies are Company specific and will differ from employer to employer. If you google there are many number of HR policies available online, however they are not like to ready-to-eat cake to fit in the same to your Organisation. You need to edit as per your Company terms. I suggest you to first prepare a HR Manual which will comprise overall HR policies and HR process.
From recruitment process you have many more areas to be defined like Induction /dress code / work hours / salary and allowances/dress code / policy on employee loans /statutory compliance/welfare/resignation & separation process etc.

The human resource policy in my opinion must be in accordance of the standing order and law. With the new wages code bill on the horizon we must all change the policies in accordance with the new changes. Legally speaking the policy must state the following things:
Classification of Workmen or Employees
Issue of Identity Card and Access Control
Working Hours
Holidays and Leaves
Attendance and late coming
Payment of wages
Stoppage of work
Termination of employment
Disciplinary action for misconduct
Suspension Of Employee e.t.c must be mentioned please see this Drafting of HR policies in line of Industrial Dispute Standing Order
Also, now sexual harassment act is also very important see this Sexual Harassment Complaints and In-House Redressal Committee: A Legal Analysis:

Dear Head- HR , we are all aware, each organization has a mission and vision , these are fundamental core values of any organization. Based on company's mission and vision, you need to prepare HR Policies aligning with company's core values. Before finalizing any HR Policy better you discuss with senior employees in the organization both formally and informally so that lot of constructive inputs will be available and it will make an effective but realistic HR Policy with better acceptance from employees. Hope as a HR head, you can do it with ease and confidence !!!
