The HR Budget depends on the nature of your industry, the finished product, the complexity of the operations, the manpower count and above all what type of manpower your company has. The HR budget also depends on how sound and comprehensive a company follows. There cannot be a fixed amount for the HR Budget for a group of companies and a standalone company.

Budget is not designed like what we do in our home.. HR Budget is an elaborate exercise. For over 20 years I handled HR Budgeting while I worked in Larsen & Toubro. We should have existing manpower strength, departmentwise, cadrewise. Next column will be current unfilled vacancies. and then future requirement of vacancies. And then actual salary of existing people plus average salary of vacancies to be filled in... It is a big exercise my dear friend. No format will help you.
