A young boy of 27 yrs has became totally 100% paralysed or disabled due to an injury of backbone during work hours in company.
In this case company gave compensation to him or not Esi cover in documents. Acc report also submit in esi board but contribution is zero.

Your question is not clear especially the last sentence, " But contribute is zero". Also you have said that " Acc report..." and I believe that Acc means Accident Report. As far as possible avoid such abbreviations in professional forum like this.

Coming to the query, I would say that if the employee is covered under ESI the employer has no liability to pay any compensation directly to the employee injured but the ESI Corporation will pay compensation and monthly pension as admissible. The liability of the employer is limited to providing first aid and taking the injured to the hospital and submitting an accident report.

The employee is eligible for total compensation from the Company under EC Act. The total disabled due is out of an injury while at Work. The company becomes liable as it is out of the ESI scope due to none payment.
Further, the company management should consider for an employment to the keen of the injured employee besides the compensation on humanitarian ground.
There should not be any problem for payment because company's generally keeps Insurance policy too, othe than ESI to take care the employees not under the ESI canopy.
