I am currently working as an HRBP with one small company.
1) Recently one employee has quit without written resignation letter & without serving Notice Period. Now as a HR I want to write a letter to her to visit the head-office & complete the Exit Formalities.
So, please help me with format/formal content.
2) This Ex-employee has lodge a complain with Mum Police stating that she is being harassed by HR and company is not releasing her salary even after fulfilling all Exit formalities including resignation letter & serving notice period. Also, she is demanding for her salary pertaining to period for which she has worked for.
Please let me know what will be consequences if company deny releasing her salary as per the terms & conditions of her Appointment Letter?

Dear Friend,
In case she has lodged a complaint the police will come to your office for inquiry and tell & show them the facts, the company rules and explain them the relieving process and also request them to advise her to complete the required formalities so that you will clear the amount.
You can also tell them to organize a meeting with her in their presence so that she can submit all the proofs if she has full filled all the formalities so that you can clear or else they can understand who is right.
Please note that you can throw this challenge once you are clear otherwise it will bounce back
Finally she is supposed to approach the labour department first

Dear ANNONYMOUS Friend,
You say, she left without resignation in writing. However she says through complaint to Police, she left by submitting resignation letter, serving notice period as required and completing exit formalities. Who is right and who is wrong, I failed to understand it.
If she left without resignation in writing then what action you have taken against her that is a big question.
When she has not tendered you a resignation then how you wanted to ask her to visit your HO and complete the exit formality?
It seems to me, you need to hire an expert to guide you from time to time. The expert will take care of formats & letters.

Dear colleague,
If it is true that she has left the organisation without resignation letter and completing formalities, write to her about her breaching conditions of the appointment letter. Also state that her dues will be settled only after her complying with the conditions of the appointment letter.
If and when police come for enquiry, show them her act of non- compliance and your willingness to pay her dues if she fulfils the conditions of appointment letter.
Her harassment charges are apparently to put pressure on you release her dues. You don't have to yield to it.

Whether she fulfilled exit conditions is a matter of documents and records.
It can easily be proved or disproved.
Have you got a copy of police complaint?
By and large this dispute is not a matter of police enquiry.
Non payment of legally due payments will be a violation of law.
The appointment order and its terms for exit need to be followed.
