Grade pay on non functional basis simply means that a person who has not been promoted to a higher grade but given grade pay of higher post. It means that he will continue to work in his previous post but will draw higher pay. On grant of non fuctional Grade Pay/Pay scale, all the benefit attached to higher Grade Pay/pay scale will be extended to him.
also, after pay comissions revisions some times they pay Grade Pay, it happens mostly in public sectors, govt & manufacturing industry

Dear Sir, In the above example which says 9300 -34500 with grade pay 4200, what would be the starting salary is it 9300 or 34500? I dont understand therse govt salary structure.

Grade Pay is a pay component newly introduced by 6th CPC. It is common amount payable to all employees in a pay band, irrespective of the Basic pay drawn in the pay band. In the above case starting salary will be Rs.9300 + 4200 = Rs. 13500. This will be the amount on which he will draw the other allowances.

13500=9300(basic)+4200(Grade pay)
DA=61.5% as on 01/07/2012
Perks=35%
HRA=30%
Total allowance on basic=61.5+35+30=126.5%
Gross Salary=13500+13500*126%=30577.5
Basic=13500 increment per year=3% rounded off to nearest 10. i.e 410
Next year, basic=13910
Gross Salary=(9300+4200)*(no. of increments)*(3%)*(100+Perks+HRA+DA)/100
All allowance in % (TA+DA+HRA etc)
