Please visit Nearest Employment & Self Employment office for the area from where you want to take EPP Candidate. Regional Director will help you to guide further.

You need to visit the Employment Exchange office, there is always Job fair for 2 days in a week for 10th 12th or ITI people....depending on which qualification requirement you are looking for...
Then you will need to submit the application for requirement in their format then they will send you one list containing the details of candidates.
After that when people join your organization then again need to submit EPP 1 form to Employment Exchange notifying them which candidates you have selected & joined.
Then EPP 2 form for for claiming their stipend which you have given to employees.
