i am a contractor for indian navy .... i have been particiapationg alll types of tenders.... i have no labour of mine....can i participate in the tenderfor cleaning and conservancy without having pf and esic registration?... i will hire the labours for the said work..if i get the work order....should i pay service tax to it... pl reply

Your participation without ESI/PF registration depends on your Principal Employers Tender Conditions. However when you are awarded work the labour will be engaed by you and paid by you. They will be your employees for all the practical purposes. In that event if Emp St exceeds 10/21 than you will need registration if not exclusively working for a single Employer.
In the event your P Emp assumes the responsibilities of taking caer in r/o ESI/PF than you may not rquire registration. Servbice Tax is certainly your personal liability but you can charge it from the P Emp provided your turnover exceed Rs 10 Lac in a financial year.
