A PSU Employee was suspended and he was also paid substantial allowances during his suspension period. he was reinstated after two month at different location. he was issued a major charge sheet. he was reinstated at previous pay scale's allowances not current. in IOM of current scale pay's allowances their is a clause that this pay scale (only allowances) not pay to employee who are facing departmental proceedings. same is written in PRP's IOM also.

After proceedings the employee was a minor penalty "sensured" and nothing is written about allowances, PRP etc. can said employee will get his balance amount of substantial pay and allowances, PRP not released during the period of proceedings.
