Dear Kavitha,

What would be the nature of your industry? Overall how many persons are employed? What is the scope of expansion in future?

If you are yet to join the company, I recommend you join the company first understand the culture of the company and then take a call on what policies are required. Even though it is a start-up, I recommend you do so. Understand the owner's psychology, and understand what would be your authority. Without taking stock of the situation, if you start devising the HR policies then it would be equivalent to jumping the gun.

Before devising the policies, I recommend you audit the HR department. Find out first whether the functions of the erstwhile Personnel Department are followed or not. While HR has evolved from the personnel function, the latter has vanished per se. Occasionally I find that HR professionals get caught in the jargon of modern HR leaving a lacuna in personnel function.

The functions of HR are very vast and changes time to time in accordance with structure, size, ethics, strategy of the company and ruling law of the govts. Rightly suggested by Mr. Dinesh "first understand the culture of the company and then take a call on what policies are required" and have an audit over the issue.
